The Recommendation on the human rights impacts of algorithmic systems acknowledges the vast potential of algorithmic systems to foster innovation and economic development in numerous fields, such as communication, education, transportation, governance and health systems.
At the same time, it warns of significant challenges to human rights related to their use. Given the complexity, speed and scale of algorithmic development, the guidelines stress that member States must be aware of the distinct human rights impacts of automated processes and put in place effective risk-management mechanisms.
As regulators, governments should establish effective regulatory and supervisory frameworks that detect, prevent and remedy human rights violations, whether stemming from public or private actors.
