Depuis plusieurs années, tous les États membres du Conseil de l’Europe se sont dotés d’applications informatiques dans le but d’améliorer la performance et l’efficacité de leurs systèmes judiciaires. Que ces politiques soient menées à petite ou à grande échelle, avec des implications financières plus ou moins importantes, l’introduction d’outils numériques a souvent été considérée en elle-même comme un levier de modernisation de la justice. Pour autant, elle a rarement donné lieu à une réflexion préalable sur l’impact global qu’elle aurait sur les systèmes judiciaires ainsi modernisés.
