Regional democracy - Council of Europe Reference Framework (2018)
Within the Council of Europe, regional authorities, whatever therir nature or particular institutional character, possess references and principles concerning their democratic structure, their organisation, competences and own resources, their place within the state, their relations with other authorities and with citizens. All these elements are gathered in the "Council of Europe Reference Framewok for Regional Democracy".
This veritable code of rights and duties of regional entities has tow prinipal funcionts. The first s to serve as a source of inspiration when countries dedide to establish or reform their regional authorities. The second is to act as a corpus of political reference principles on which the Congress can rely on, in the context of its statutory task of monitoring local democracy in the membre states of the Council of Europe.
