Unprecedented changes in the media and information environment, driven by digitalisation, have given rise to significant challenges to human rights, democracy, and the rule of law
This Council of Europe policy document aims to support governments in developing comprehensive Media and Information Literacy (MIL) National Strategies that effectively strengthen individuals’ ability to access, critically evaluate, and responsibly create and share information throughout life.
It focuses on five interconnected areas: establishing strong policy and regulatory MIL frameworks; building a robust evidence base to guide policymaking and assess progress; integrating MIL across formal, non-formal, and lifelong learning, supported by training and quality resources; empowering individuals, including vulnerable and under-represented groups, through awareness-raising and engagement initiatives; and fostering sustained multi-stakeholder cooperation among public authorities, media, civil society, academia, and the private sector.
An accompanying explanatory report and practical indicators provide support for effective implementation and monitoring.
