Financial sustainability of quality journalism is at great risk, as its costly production does not carry commensurate financial rewards. This situation – witnessed across the continent – is largely due to the digitisation of the media sector which has compromised the traditional business models. The consequences range from reduced news coverage, job losses, and the deterioration of journalists´ working conditions, to a greater concentration of media ownership. In this Declaration, the Council of Europe Committee of Ministers encourages states to put in place support mechanisms consisting of a variety of legal, financial, tax and other media development measures, aimed at ensuring a basic financial sustainability of their media ecosystems. These measures should include major online platforms which have overtaken traditional channels of news distribution and advertising. Their active role and influence should be accompanied by appropriate responsibilities including, where necessary, redistribution of revenues to news content providers.
