L’EMI – Si l’éducation aux médias et à l’information était auparavant surtout considérée comme relevant de la responsabilité du secteur éducatif et ciblait principalement les jeunes en milieu scolaire, ce rôle semble élargi aujourd’hui à l’ensemble des acteurs en mesure de toucher les citoyens de tous âges là où ils se trouvent et de créer de nouveaux réseaux de diffusion des connaissances et des compétences liées à l’EMI.

Tous les acteurs concernés, en particulier les États membres, doivent reconnaître leurs propres rôles et responsabilités en matière d’éducation aux médias et être prêts à diriger et financer des projets d’EMI sur le long terme et à y participer.
