La protection et la promotion des langues régionales ou minoritaires : pratiques prometteuses en Europe 2015-2020 (2021)
Des initiatives existantes prometteuses pouvant mener à l'efficience et à l'efficacité dans la promotion et la protection des langues européennes régionales ou minoritaires
Les langues minoritaires traditionnellement utilisées en Europe, dont certaines des 79 langues régionales ou minoritaires couvertes par la Charte européenne des langues régionales ou minoritaires, sont menacées de disparition. Leur préservation nécessite la volonté et la détermination de nombreux acteurs publics et privés : les locuteurs eux-mêmes, mais surtout les autorités en charge des politiques linguistiques, ainsi que les organismes et services en contact quotidien avec le public, tels que les transports publics, les services médicaux, les écoles, les lieux sportifs et culturels, les banques et les commerces.
Il existe de multiples initiatives en Europe en faveur des langues moins parlées. Elles sont entreprises au niveau local ou national, mais leurs exemples ne sont pas suffisamment connus au-delà des frontières nationales. L’objectif de cette publication est de sensibiliser les lecteurs à ce que font les autres et à ce qui peut
fonctionner dans leur propre environnement linguistique.
Cette publication contient des exemples de pratiques susceptibles d’encourager les différents acteurs à échanger et à lancer des initiatives similaires dans d’autres contextes. Le patrimoine linguistique européen est présenté comme un élément vivant, évoluant avec son temps face à la numérisation des liens sociaux ou à la pandémie de covid-19.
