Dans une Europe confrontée à des enjeux politiques, culturels et sociaux majeurs, l’enseignement de l’histoire a un rôle important à jouer, en particulier face aux défis liés à la diversité croissante de nos sociétés, à l’intégration des migrants et des réfugiés et aux attaques auxquelles sont en butte la démocratie et les valeurs démocratiques. Les présents Principes et lignes directrices visent donc au renforcement de l’expertise et des capacités requises pour que l’enseignement de l’histoire tienne utilement sa place. Ils s’appuient sur la vision de l’enseignement de l’histoire que le Conseil de l’Europe a exprimée dans plusieurs documents essentiels élaborés par le Comité des Ministres et l’Assemblée parlementaire.

PRINCIPES ET LIGNES DIRECTRICES POUR LA MISE EN PLACE D’UNE PÉDAGOGIE ET DE PROGRAMMES D’HISTOIRE DÉMOCRATIQUES, PLURIELS ET INCLUSIFS
1. Élaborer des programmes souples et des pédagogies interactives qui prennent en compte les différences culturelles
2. Enseigner et apprendre l’histoire complexe de la démocratie
3. Montrer la manière dont les activités des citoyens et des groupes de personnes ordinaires ont façonné l’histoire des sociétés
4. Prendre en considération le fait que des personnes d’origine culturelle, religieuse ou ethnique différente sont bien souvent présentes de longue date dans la société
5. Valoriser les identités multiples de « l’autre» et de nous-mêmes
6. Donner les outils permettant d’évaluer les sources historiques et de combattre la manipulation et la propagande
7. Aborder des sujets potentiellement sensibles ou controversés
8. Concilier dans l’enseignement et l’apprentissage de l’histoire la dimension cognitive, la dimension émotionnelle et la dimension éthique
