Non-discrimination in access to and provision of healthcare is a human right and a fundamental principle of health legislation and medical ethics.
This thematic report examines the main challenges faced by LGBTI people in accessing healthcare, through four themes: specific care for transgender people, care for elderly LGBTI people, sexual and reproductive health and rights, and mental health. It offers an overview of international standards and case law in this area, summarises existing studies and recommendations, and highlights the obstacles encountered, particularly with regard to data collection. The report also reviews national policies and legislation, presents examples of good practice, identifies priorities for future Council of Europe action and makes recommendations to member states on improving equitable access to care for LGBTI people.
(Third Thematic review of the implementation of the Council of Europe Committee of Ministers Recommendation CM/Rec(2010)5 to member states on measures to combat discrimination based on sexual orientation or gender identity)
