From protection to lasting solutions: a practical and legal guide to ending refugee status in full respect of human rights

This thematic paper examines how refugee status can end in a manner consistent with human rights through durable solutions such as integration, naturalisation or voluntary repatriation. It provides an analysis of the legal, institutional and practical mechanisms by which durable solutions can be offered to refugees, emphasising the necessity of sustained collective efforts to ensure safety, dignity and voluntariness in return or transition processes, against the background of international, European and national law.

The thematic paper also provides an overview of European and international human rights and refugee law governing these challenging issues, as well as of relevant state practice. In addition, it includes a set of recommendations aiming to assist Council of Europe member states in the preparation and implementation of their laws and policies in this field, in line with European and international human rights standards.
