The implementation of the European Convention on Human Rights at the national level: a major challenge to the system of the Convention.
Following the High-level Conference on «The implementation of the European Convention on Human Rights, our shared responsibility», held in Brussels (Belgium) on 26–27 March 2015, the Committee of Ministers of the Council of Europe adopted a Declaration recalling the member States’ obligations with regard to the European system of human rights protection. In this context, the Steering Committee for Human Rights (CDDH) transmitted to the Committee of Ministers in September 2017 a document which takes stock of efficient means that are put in place at the national level to ensure a rapid execution of judgments of the European Court of Human Rights. Subsequently, in June 2019, the CDDH transmitted to the Committee of Ministers, a report reflecting the measures taken by the member States to implement the Brussels Declaration.
