Un guide indispensable à l’usage des professionnels travaillant pour et avec les enfants

Depuis son entrée en vigueur il y a plus de 30 ans, l’article 12 de la Convention des Nations Unies relative aux droits de l’enfant consacre le droit des enfants à exprimer leur opinion sur toutes les questions qui les concernent. Le Conseil de l’Europe a cherché à rendre ce droit réel et concret dans les États membres par le biais de sa Recommandation CM/ Rec(2012)2 sur la participation des enfants et des jeunes de moins de 18 ans, et a également intégré la participation des enfants dans son propre travail d’élaboration de normes, de suivi et de renforcement des capacités ainsi que dans ses manifestations internationales. Ce manuel représente une contribution importante à la stratégie pour les droits de l’enfant (2016 à 2021) en promouvant la participation des enfants dans le cadre de son deuxième domaine prioritaire.

Le Manuel a été produit par la Division des droits des enfants du Conseil de l’Europe en collaboration avec des experts internationaux de la participation des enfants et pour donner suite à la consultation de plus de 50 enfants et jeunes sur les défis à relever.

Il est conçu comme un outil pratique pour les personnes qui travaillent avec des enfants à titre professionnel, par exemple dans les écoles, les hôpitaux, les structures de protection de remplacement, les services de protection de l’enfance et d’autres services sociaux. Il est conçu pour les travailleurs sociaux, les enseignants, les juges, les avocats, les agents de l’immigration, les psychologues, les fonctionnaires, les animateurs de jeunesse et les travailleurs de crèche. Il leur propose des approches pratiques pour «faire» la participation des enfants et la faire fonctionner pour tous les enfants, y compris ceux qui sont en situation de vulnérabilité, tant au niveau individuel que collectif.

Les professionnels qui utilisent ce manuel sont invités à améliorer leurs capacités et leurs compétences à «écouter» les enfants, à «agir» sur la base des leçons apprises et à «changer » toute prise de décision impliquant ou concernant les enfants. Ils sont également invités à diffuser les bonnes pratiques promues par cet outil et ainsi, en fin de compte, à avoir un impact qui change la vie des enfants dans les contextes où les décisions sont prises sans les écouter vraiment.
