Recommendation CM/Rec(2021)4 of the Committee of Ministers to member States on the publication and dissemination of the European Convention on Human Rights, the case-law of the European Court of Human Rights and other relevant texts (adopted by the Committee of Ministers on 22 September 2021 at the 1412th meeting of the Ministers’ Deputies)
This revised Recommendation now covers the full range of texts that are relevant to the system of the European Convention on Human Rights, including the Convention, the case law of the Court, decisions and resolutions of the Committee of Ministers relating to the execution of judgments of the Court, and reports of Council of Europe monitoring bodies. Member States are encouraged to take a needs-based approach to ensuring the accessibility and availability of core texts such as the Convention and the case-law against the State concerned. They are also encouraged to publish and disseminate judgments of the Court in cases to which they were not a party, especially when faced with similar complex or structural problems.
The Recommendation also encourages proactive co-operation with domestic stakeholders in the legal and human rights sectors and in the private sector, both when assessing needs, and publishing and disseminating Convention texts.
